The Opening and Closing Ceremonies (OCC) of the 28th SEA Games have been declared as a ‘Special Event’ under the Public Order Act. Accordingly, the National Stadium and its surrounding areas have been designated as a 'Special Event Area' under the said Act.
The gazette on the Special Event Area for OCC will take effect during the stipulated period:

RESTRICTIONS IN SPECIAL EVENT AREA
For safety and security reasons, members of the public are prohibited from bringing the items listed in Annex B into the Special Event Area. Organisers of all public assemblies, whether indoors or outdoors, held within the Special Event Area must also apply for permits from the Police at:

Under the new regulations, it will be an offence to fly an unmanned aircraft into a Special Event Area without a permit. It is also an offence to operate an unmanned aircraft that disrupts the conduct of a Special Event or any activity associated with the Special Event, whether the unmanned aircraft is within or outside the gazetted Special Event Area. The operation of unmanned aircraft over a mass assembly of spectators and participants in major events such as the SEA Games could pose a threat to public safety and security. The public is advised against bringing in or flying any unmanned aircraft into and over a Special Event Area unless authorised by the Police. The Police have the powers to search persons bringing in an unmanned aircraft without a permit, and to take down an unmanned aircraft if it is flying in contravention of the regulations. Offenders may be liable to prosecution.

Security checks and screening on persons and belongings may be conducted by Police Officers within the Special Zoneas a condition of entry into the National Stadium for the Opening and Closing Ceremonies. Police also have the powers to require the reasons for entry into the special zone and may refuse entry or remove a person from the zone if necessary.
The Police seek the cooperation of the public to comply with all orders issued by Police Officers. Persons found engaging in activities which compromise security within the Special Event Area may be removed and dealt with in accordance with the law.
