Traffic and Security Arrangements for the 32nd ASEAN Summit at Shangri-La Hotel

The 32nd ASEAN Summit will be held at the Shangri-La Hotel on 28 April 2018.

Prohibition of Unmanned Aerial Vehicles (UAVs) and Other Items

As the 32nd ASEAN Summit has been declared by the Minister for Home Affairs as an Enhanced Security Special Event under the Public Order Act, members of the public are reminded that the areas around Shangri-La Hotel have correspondingly been designated as Special Event Areas from 12.00am to 11.59pm on 28 April 2018.

Unmanned aerial vehicles (UAVs) (commonly referred to as drones) are prohibited within the special event areas (refer to Annex A). It is an offence to bring or fly any UAVs into the special event areas. It is also an offence to fly a UAV outside of the special event areas in a manner that disrupts, interferes with, delays or obstructs the conduct of the special event. Offenders may be arrested and, upon conviction, will be liable to a fine not exceeding $20,000, to imprisonment for a term not exceeding 12 months, or both. The UAV will also be seized.

Apart from UAVs, the items listed in Annex B are prohibited within the special event areas. It is an offence to take any prohibited item into the special event areas. The Police will conduct checks on persons for such items within the special event areas. Anyone found in possession of such items may be arrested and, upon conviction, will be liable to a fine not exceeding $20,000, to imprisonment for a term not exceeding 12 months, or to both. The items will be seized.

Security Checks around Shangri-La Hotel

The Police will be conducting road blocks and stringent security checks at and around Shangri-La Hotel from 10.30pm on 27 April 2018 to 4.00pm on 28 April 2018. Members of the public are advised to comply fully with the instructions of Police officers at these check points. Anyone who engages in activities that compromise security within the area will be dealt with firmly in accordance with the law.

Motorists are advised to avoid the roads surrounding Shangri-La Hotel, especially Anderson Road, Ardmore Park and Orange Grove Road, and to factor in additional travelling time as traffic is expected to be slow moving in the area. Motorists proceeding to the following roads are advised to use Scotts Road:

  • Stevens Road from Tanglin Road;
  • Orchard Road from Stevens Road; or
  • Balmoral Road.

Change in Traffic Scheme on Ardmore Park

To facilitate security arrangements for the event, vehicular traffic along Ardmore Park in the direction of Draycott Drive (between Anderson Road and lamp post 6 near Ardmore II Condominium) shall be reversed, from 10.30pm on 27 April 2018 to 11.59pm on 28 April 2018. Hence, vehicles are not allowed to turn into Ardmore Park from Anderson Road. Motorists going to Ardmore Park are advised to use Draycott Park or Draycott Drive instead.

Restrictions on Commercial Vehicles on Anderson Road

In addition, vehicles with vehicle registration numbers beginning with ‘G’, ‘W’, ‘X’ and ‘Y’ will not be allowed to enter Anderson Road. Vehicles with registration numbers beginning with ‘G’, ‘W’, ‘X’ and ‘Y’ that are heading to Shangri-La Hotel are advised to use Ardmore Park (via Draycott Drive or Draycott Park). Vehicles with foreign registration numbers of equivalent class will similarly be denied entry to Anderson Road.

Visitors Parking at Shangri-La Hotel

As parking within Shangri-La Hotel is limited, hotel visitors are advised to carpool or take public transport. Parking restrictions will be strictly enforced and vehicles parking indiscriminately and/or causing obstruction will be towed.
