The Police have arrested a 67-year-old employer and his 31-year-old female employee for their suspected involvement in abetment to forgery for the purpose of cheating PUB, Singapore’s National Water Agency (PUB).
In August 2017, the Police received a report from PUB that the company of the 67-year-old man had submitted fake marine surveyor certificates in exchange for PUB permits. The man’s company had been awarded a contract by PUB to remove flotsam and aquatic plant trimming in three reservoirs.
The company was required to send their vessels for inspection by PUB’s appointed marine survey companies and submit the inspection certificates to PUB to obtain permits to operate the vessels in the reservoirs. However, the company did not send their vessels for inspection and submitted fake inspection certificates to PUB to obtain permits.
Investigations by officers from Central Police Division revealed that the 67-year-old man is believed to have abetted his 31-year-old employee to forge the inspection certificates and submit them to PUB on 183 occasions between 2012 and 2017, thus dishonestly inducing the PUB to issue permits for those vessels.
The two suspects will be charged in court on 7 April 2020 with abetment to forgery for the purpose of cheating. Anyone found guilty of forgery for the purpose of cheating may be punished with an imprisonment term which may extend to 10 years, and shall also be liable to a fine.
The Police have zero tolerance towards such criminal acts and will not hesitate to take action against those who blatantly disregard the law.
