From 2pm on 30 June 2020 (Nomination Day), candidates and their election agents may apply for Police permits to use perambulating vehicles fitted with loudspeakers to deliver pre-recorded campaigning messages, subject to a list of permit conditions. Candidates and election agents are reminded that they are not permitted to speak in person, livestream, or broadcast music or videos from the perambulating vehicles.

PERMIT APPLICATION PROCEDURE

To ensure a safe permit application process in the current COVID-19 situation, all applications to use a perambulating vehicle shall be submitted online via https://www.police.gov.sg/e-services. There is no need for the candidates or election agents to visit PEPO in person. They will need to log in using their SingPass, and provide a valid email address and contact number when applying. The following vehicle information must be submitted together with the application:

  1. Registration number;
  2. Type;
  3. Make; and
  4. Model.

Online applications can be submitted from 2pm on 30 June 2020, Nomination Day, to 12pm on 8 July 2020, the eve of Cooling-Off Day. Applications will be processed during the Police Elections Permits Office’s (PEPO) operating hours. Applicants whose applications are approved will be notified via email and will need to first acknowledge the permit conditions via the link provided in the email, before the approved permit can be issued. Applicants who face difficulties in submitting their application online can call PEPO at 1800-2203370 for assistance. If the problem cannot be resolved over the phone, PEPO may grant an appointment for a meeting at its office. PEPO’s address and operating hours are:

Security and temperature screenings will be conducted prior to entry into the Police Cantonment Complex (PCC). Visitors entering PCC will have to exchange their identification documents for security passes. As public parking is not available in the Complex, visitors are advised to park their vehicles at the public parking facilities nearby.

The Police will not be granting permits for thank you vehicular processions after Polling Day, as large group gatherings are not allowed under prevailing MOH guidelines. These processions tend to attract crowds, with higher public health and public order risks, and moreover, are not critical to the electioneering process.

COMPLIANCE WITH PARLIAMENTARY ELECTIONS ACT

Candidates and election agents should note that under the Parliamentary Elections Act:

  1. Anyone who is not a citizen of Singapore, or who is an undischarged bankrupt, or against whom an order of supervision under section 30(b) of the Criminal Law (Temporary Provisions) Act has been made, or who is attending a primary or secondary school as a student, is prohibited from taking part in any election activity (section 83(1)).

  2. No person shall conduct any election activity unless he is in possession of a written authority signed by a candidate or his election agent (section 83(2)).
