Five men, aged between 26 and 50, will be charged in court on 27 May 2021 for their suspected involvement in five separate cases of outrage of modesty.

The cases are as follows:

  1. On 1 August 2019, a 26-year-old man allegedly made explicit remarks to a woman in her 20s and molested her at a fitness corner along Yishun Street 21. The man will be charged with outrage of modesty and insulting the modesty of a woman under Section 354(1) and Section 509 of the Penal Code respectively.

  2. On 22 June 2020, a 50-year-old man allegedly molested a girl, who was then less than 14 years of age, at a shop along Marsiling Rise. The man will be charged with outrage of modesty under Section 354(2) of the Penal Code and be subjected to higher penalties as the victim was under 14 years of age.

  3. On 18 October 2020, a 35-year-old man allegedly molested a woman in her 40s at a restaurant along Sturdee Road. He will be charged with outrage of modesty under Section 354(1) of the Penal Code.

  4. On 9 November 2020, a 37-year-old man allegedly molested a woman in her 30s at a shop along Jalan Papan. He will be charged with outrage of modesty under Section 354(1) of the Penal Code.

  5. On 8 April 2021, a 31-year-old man allegedly molested a woman in her 30s at a supermarket along Yishun Avenue 4. The man will be charged with outrage of modesty under Section 354(1) of the Penal Code.

Anyone convicted of outrage of modesty under Section 354(1) of the Penal Code shall be punished with an imprisonment term which may extend to two years, or a fine, or caning, or any combination of such punishments. If the victim is under 14 years of age, the offence of outrage of modesty carries an imprisonment term of up to five years, or a fine, or caning, or any combination of such punishments. The offence of insulting the modesty of a woman carries an imprisonment term of up to one year, or a fine, or both.

Outrage of modesty cases remain a key concern for the Police. The Police have zero tolerance towards sexual offenders who threaten the personal safety of the community. They will be dealt with sternly in accordance with the law. The Police will continue to work closely with stakeholders and the community, to prevent and deter outrage of modesty cases.
