Man Arrested For Using Criminal Force To Deter A Public Servant From Discharge Of Duties When Advised To Wear A Mask

The Police are investigating a 54-year-old man for allegedly using criminal force against police officers, as well as non-compliance with the COVID-19 (Temporary Measures) (Control Order) Regulations 2020, amongst other offences.

 On 23 May 2021, the Police attended to a case along Tanjong Pagar Road where a 54-year-old man was allegedly drunk, not wearing a mask and was acting aggressively towards passers-by. Police officers advised the man to wear a mask, but he allegedly refused to comply. He then purportedly hurled vulgarities, unzipped his pants to expose his private parts, and directed sexually explicit remarks at the officers. The man also allegedly threatened to slap police officers and gesticulated wildly, causing his hands to strike an officer on his nose. The 54-year-old man was subsequently arrested.

Investigations into this case are ongoing.

Individuals found guilty for the offence of using criminal force to deter a public servant from discharge of his duty, punishable under Section 353 of the Penal Code, are liable for an imprisonment term which may extend to four years, a fine, or both.

Individuals found guilty for the offence of causing annoyance whilst drunk, punishable under Section 14(2) of the Liquor Control (Supply and Consumption) Act 2015, are liable to imprisonment for a term not exceeding 6 months, to a fine not exceeding $1,000, or both.

Individuals found guilty for the offence of uttering words or gestures intended to insult modesty of any person, punishable under Section 377BA of the Penal Code, are liable for an imprisonment term which may extend to one year, a fine, or both.

Individuals found guilty for the offence of appearing nude in a public place, punishable under Section 27A(1)(a) of the Miscellaneous Offences (Public Order and Nuisance) Act, are liable for imprisonment for a term not exceeding 3 months, a fine, or both.

Individuals who are found not to be wearing a mask, or not wearing a mask properly outside their place of residence, are liable for a breach under Regulation 3A of the COVID-19 (Temporary Measures) (Control Order) Regulations 2020. Those found guilty may face a fine not exceeding $10,000, an imprisonment term not exceeding six months, or both.

Members of the public are advised to take the prevailing safe distancing measures seriously. The Police take a stern view of abusive and irresponsible behaviors relating to the flouting of safe distancing measures and offenders will be dealt with in accordance with the law.
