Ten men, aged between 19 and 70, will be charged in court on 26 August 2021 for their suspected involvement in ten separate cases of outrage of modesty.
The cases are as follows:
- Between 2016 and 2020, a 46-year-old man allegedly molested his stepdaughter, who was less than 14 years of age at the material time, on four separate occasions at home. The man will be charged with four counts of outrage of modesty under Section 354(2) of the Penal Code.
- Between December 2019 and February 2020, a 45-year-old man allegedly molested his 47-year-old female colleague on six separate occasions at their workplace along Mandai Road. The man will be charged with six counts of outrage of modesty under Section 354(1) of the Penal Code.
- On 5 August 2020, a 70-year-old man allegedly molested a 27-year-old female patient at a clinic along Yishun Avenue 3. The man will be charged with one count of outrage of modesty under Section 354(1) of the Penal Code.
- On 8 November 2020, a 30-year-old man allegedly molested a 35-year-old woman at a shopping mall along Orchard Road. The man will be charged with one count of outrage of modesty under Section 354(1) of the Penal Code.
- On 22 November 2020, a 35-year-old man allegedly molested a 19-year-old woman at Outram Park MRT station. The man will be charged with one count of outrage of modesty under Section 354(1) of the Penal Code.
- In December 2020, a 63-year-old man allegedly molested his 14-year-old granddaughter on two separate occasions at home. The man will be charged with two counts of outrage of modesty under Section 354(1) of the Penal Code.
- On 2 January 2021, a 30-year-old man allegedly molested two women, aged 30 and 32, on two separate occasions while onboard a train. The man will be charged with two counts of outrage of modesty under Section 354(1) of the Penal Code.
- On 4 March 2021, a 19-year-old man allegedly molested an 18-year-old woman at a night club along Cecil Street. The man will be charged with one count of outrage of modesty under Section 354(1) of the Penal Code.
- On 30 March 2021, a 28-year-old man allegedly molested a 23-year-old woman along Elias road. In a separate incident on 2 March 2021, the man had used insulting words on another woman in her 20s which caused her to be alarmed. The man will be charged with one count of outrage of modesty under Section 354(1) of the Penal Code and one count of harassment, alarm or distress under Section 4 of the Protection from Harassment Act.
- On 18 April 2021, a 33-year-old man allegedly molested a 23-year-old woman along Buffalo Road. The man will be charged with one count of outrage of modesty under Section 354(1) of the Penal Code.
The offence of outrage of modesty under Section 354(1) of the Penal Code carries an imprisonment term which may extend to two years, or a fine, or caning, or any combination of such punishments. If the victim is under 14 years of age, the offence of outrage of modesty carries an imprisonment term of up to five years, or a fine, or caning, or any combination of such punishments. The offence of harassment, alarm or distress under Section 4 of the Protection from Harassment Act carries a fine not exceeding $5,000.
Outrage of modesty cases remain a key concern for the Police. The Police have zero tolerance towards sexual offenders who threaten the personal safety of the community. They will be dealt with sternly in accordance with the law. The Police will continue to work closely with stakeholders and the community, to prevent and deter outrage of modesty cases.
