Woman To Be Charged For Offences Under The Massage Establishments Act

The Police will be charging a 40-year-old female massage establishment licensee in court on 14 September 2021 for offences under the Massage Establishments Act and Massage Establishment Rules.

During a series of enforcement operations conducted by officers from Clementi Police Division between May and July 2021, vice-related activities and other licensing breaches were purportedly detected at her massage establishment along 34A Lorong Mambong.

Under Section 13(1) of the Massage Establishments Act, those found guilty of employing an individual to work in the establishment for massage without approval of the Licensing Officer shall be fined up to $5,000. For repeat offenders, the offence carries a fine of up to $10,000, or imprisonment of up two years, or both.

Under Rule 12(1)(a) of the Massage Establishments Rules 2018, those found guilty of failing to ensure that his or her employee did not provide or offer to provide any sexual service to any other individual in the establishment for massage shall be fined up to $5,000. For repeat offenders, the offence carries a fine of up to $10,000, or imprisonment of up two years, or both.

Under Rule 14(1) of the Massage Establishments Rules 2018, those found guilty of failing to require an individual seeking massage to furnish his or her full name, identity card number or particulars of passport, nationality, and the date and time of his or her arrival at the massage establishment shall be fined up to $5,000. For repeat offenders, the offence carries a fine of up to $10,000, or imprisonment of up two years, or both.

The Police have been consistently taking enforcement action at massage establishments to suppress vice and other illegal activities. Members of the public and businesses are advised to take safe management measures seriously. The Police have zero tolerance of irresponsible behaviour relating to the flouting of these measures and offenders will be dealt with firmly in accordance with the law.
