Police Investigating 26 Persons For Non-Compliance With Safe Distancing Measures In Two Unlicensed ‘KTV-Concept’ Outlets

A total of 26 persons are being investigated for non-compliance with safe distancing measures. The 17 men and 9 women, aged between 23 to 64, were found at two unlicensed ‘KTV-concept’ outlets along Ubi Avenue 4 and Bedok Road.

  1. On 23 February 2022 at about 11.21pm, Police received information about an unlicensed KTV-concept outlet operated at an industrial unit located along Ubi Avenue 4. Officers from Bedok Police Division found 12 men and six women allegedly socialising in the outlet, which was furnished into four karaoke rooms. The karaoke rooms were purportedly equipped with karaoke systems, speakers, microphones, and televisions. Liquor was also served to the patrons. The purported owner of the outlet will be investigated for offences under Public Entertainments Act 1958 and Liquor Control (Supply and Consumption) Act 2015. The owner, together with the patrons, will also be investigated for breaches under the COVID-19 (Temporary Measures) (Control Order) Regulations 2020.

  2. On 24 February 2022 at about 1.16am, officers from Bedok Police Division attended to a noise complaint and detected four men and three women gathering inside an unlicensed ‘KTV-concept’ outlet along Bedok Road. Private rooms were allegedly provided to the patrons. In addition, there were illicit text messages relating to remote gambling found in the handphones of the four men, who will be investigated for an offence under the Remote Gambling Act 2014. A 23-year-old man, purportedly the staff of the outlet, will be investigated for offences under Public Entertainments Act 1958, the Liquor Control (Supply and Consumption) Act 2015 and the COVID-19 (Temporary Measures) (Control Order) Regulations 2020. The patrons of the unlicensed KTV-concept will also be investigated for breaches under the COVID-19 (Temporary Measures) (Control Order) Regulations 2020.

For non-compliance with safe distancing measures under the COVID-19 (Temporary Measures) (Control Order) Regulations 2020, offenders may be jailed for up to six months, fined up to $10,000, or both. The offences of providing public entertainment and supplying liquor without a valid licence, each carries a fine of up to $20,000. The offence of unlawful remote gambling carries a fine of up to $5,000, a jail term of up to six months, or both.

The Police will continue to conduct regular enforcement checks to prevent, deter, and detect vice and other illicit activities. Members of the public and businesses are advised to take the prevailing safe management measures seriously. The Police take a zero-tolerance approach for irresponsible behaviour involving the flouting of these measures and offenders will be dealt with firmly in accordance with the law.
