Man To Be Charged For Failing To Ensure That His Employee Does Not Provide Sexual Services And Failing To Obtain Staff Approval Of The Licensing Officer

The Police will be charging a 58-year-old man for allegedly failing to ensure that his employee does not provide sexual services in a massage establishment and failing to obtain staff approval of the licensing officer.

During an enforcement operation conducted by Ang Mo Kio Police Division on 11 August 2021 at a massage establishment along Upper Paya Lebar Road, the man was found to have committed breaches under the Massage Establishments Act 2017 and Massage Establishments Rules 2018. This include purportedly failing to ensure that employees do not provide sexual services and failing to obtain staff approval of the licensing officer.

The man will be charged in court on 25 May 2022 with failing to ensure that his employee does not provide sexual services under Rule 12(1)(a), punishable under Rule 12(2) of the Massage Establishments Rules 2018 and failing to obtain staff approval of the licensing officer under Section 13(1) of the Massage Establishments Act 2017.

The offence of failing to ensure that employees do not provide sexual services carries a fine not exceeding $5,000. For repeat offenders, the offence carries a fine not exceeding $10,000, an imprisonment term of up two years, or both. The offence of failing to obtain staff approval of the licensing officer carries a fine not exceeding $5,000 and, in the case of a second or subsequent conviction, to a fine not exceeding $10,000, imprisonment for a term not exceeding two years, or both.

The Police takes a serious view against any person who may be involved in such illicit business operations and perpetrators will be dealt with firmly in accordance with the law.
