The Point-to-Point Transport Industry Safety and Security Watch Group (iSSWG) was launched by Minister of State (MOS), Ministry of Home Affairs & Ministry of Social and Family Development, Ms Sun Xueling, on 19 February 2024 with NTUC-affiliated associations, National Private Hire Vehicles Association (NPHVA) and National Taxi Association (NTA) (please refer to Annex A for the background of the scheme).
The formation of iSSWG allows the Police to engage taxi and private hire drivers more systemically and effectively. This is important for the Police as they play a crucial role as Police’s eyes and ears on the road.
The Point-to-Point Transport iSSWG aims to:
- Encourage the Point-to-Point Transport Industry to take the lead in promoting and developing safety and security measures within the industry;
- Serve as a springboard between the Police and the Point-to-Point Transport Industry to promote regular sharing of road safety, crime and security advisories with taxi and private hire drivers. This includes information relating to the latest crime trends affecting the industry, measures to enhance the safety and security of drivers and commuters, and reminders to report suspicious behaviour to the relevant authorities; and
- Establish structured engagement platforms such as brown bag sessions for cross-sharing of knowledge, expertise, and best practices to equip Point-to-Point Transport drivers with knowledge of issues concerning them (such as road safety) and strengthen their level of emergency preparedness and crime prevention awareness.
Outstanding Community Partnership Award (OCPA)
Following the launch of the Point-to-Point Transport Industry iSSWG, MOS Sun presented Outstanding Community Partnership Awards to 45 stakeholders for their strong collaboration in the fight against crime (please refer to Annex B for the list of recipients).
Special mentions were given to Grab and Watsons for their strong support for the Police’s crime prevention initiatives. Grab has worked closely with the SPF Anti-Scam Centre (ASC) to implement measures to prevent scammers from using its platform to receive and transfer illicit funds. Watsons, as a participant of the Shop Theft Awareness for Retailers, or STAR, programme, has equipped its outlets with anti-shop-theft wobblers and trained its staff in the A.S.K. protocol - a protocol to deter shoplifters.
Director of the Community Partnership Department, Assistant Commissioner of Police (AC) Shng Yunn Chinn said, “The Police want to work closely with stakeholders from the Point-to-Point Transport Industry as they play a crucial role in contributing towards the safety and security of Singapore. This includes organising structured engagement initiatives, such as brown bag sessions, to equip our stakeholders with advice on road vigilance and safety measures, practices to help manage road disputes, and crime prevention and counter-terrorism initiatives. We look forward to their participation in these activities.”

About SSWG |
In November 2003, the Singapore Police Force (SPF) introduced the Security Watch Group initiative - a platform for the Police to collaborate with the commercial sector on target-hardening of their premises against security threats such as crime and terrorism. Since 2006, the initiative has adopted a broader Home Team mandate, incorporating both safety and security aspects (areas under the SPF and SCDF). This became known as the Safety and Security Watch Group (SSWG) initiative.
The SSWG facilitates Police officers’ engagement with different business communities on safety and security matters. It involves the clustering of commercial buildings located within close proximity of each other, or sharing a similar operating terrain, into watch groups. Within each watch group, members meet on a regular basis to discuss strategies to enhance workplace safety and security.

The Industry Safety and Security Watch Group (iSSWG) was introduced to address safety and security concerns at the industry level, as the impact of a terrorist attack or any other disaster could affect the entire supply chain, and therefore the country’s economic well-being.
With the formation of iSSWG, the Police can more systematically engage selected industries on safety and security issues. It also promotes the strengthening of ties between the Police and industrial associations to fight crime, terrorism and other safety and security concerns.

The National Private Hire Vehicles Association (NPHVA), an affiliate of the National Trades Union Congress (NTUC), was formally registered on 3rd May 2016. The Association represents private hire vehicle drivers providing point-to-point services, including ride-sharing and chauffeur services via combi buses and limousines.
