Three Men To Be Charged With Outrage Of Modesty

Three men, aged between 34 and 70, will be charged in court on 17 April 2025 for their suspected involvement in three separate cases of outrage of modesty.

The cases are as follows:

  1. On 23 October 2024, a 70-year-old man had allegedly molested a 17-year-old woman, at 190 Middle Road. The man will be charged in court with one count of outrage of modesty under Section 354(1) of the Penal Code 1871. 

  2. On 29 October 2024, a 70-year-old man had allegedly molested a 21-year-old woman at 1 Fraser Street. The man will be charged in court with one count of outrage of modesty under Section 354(1) of the Penal Code 1871. 

  3. On 19 January 2025, a 34-year-old man had allegedly molested two women, aged 34 and 41, at 10 Bayfront Avenue. The man will be charged in court with five counts of outrage of modesty under Section 354(1) of the Penal Code 1871 and one count of attempted outrage of modesty under Section 354(1) read with Section 512 of the Penal Code 1871. 

The offence of outrage of modesty, punishable under Section 354(1) of the Penal Code 1871, carries an imprisonment term of up to three years, or fine, or caning, or any combination of such punishments.

Outrage of modesty cases remain a key concern for the Police. All reports are treated with the utmost seriousness, and the Police spare no effort in conducting thorough and expeditious investigations. This includes identifying and tracing suspects through follow-up inquiries and utilising Police cameras and CCTV footage to aid investigations. The Police maintain a zero-tolerance stance towards sexual offenders who threaten the personal safety of community members, and offenders will be dealt with sternly in accordance with the law. 

The Police will continue to work closely with various stakeholders, such as public entertainment outlets, public transport operators, and the community, to prevent and deter molestation cases. The Police would also like to urge members of the public to remain vigilant and to report the matter to the Police immediately, if they witness an incident of molestation, or are aware of someone being a victim of molestation.
