1The Singapore Police Force (SPF) held the Annual Police Dinner on Wednesday, 3 June 2015 at the Istana. The Annual Police Dinner (APD) has been an annual event held in appreciation of individuals and organisations which have contributed considerably to or worked closely with the Singapore Police Force (SPF).

 

Significance of APD 2015

 

The APD 2015 is a special one as we celebrate many milestones within the Force. In addition to celebrating our Nation’s 50th Birthday, the SPF is also celebrating 40 years of Full-time Police National Service (PNS). Full-time National Service was introduced into the SPF on 24th July 1975.

 

To celebrate this milestone, a commemorative coffee-table book has been produced to trace the evolution of PNS as well as celebrate the accomplishments of PNS officers to date. The book was launched at the APD 2015 by the President of the Republic of Singapore, Dr Tony Tan Keng Yam.

 

Presentation of awards

 

Four prestigious awards, namely Best Land Division Award Best, National Service Operationally Ready Unit Award, NSman of the Year Award and the NSF of the Year Award were presented during the dinner. The Best Land Division Award and Best National Service Operationally Ready Unit Award are the result of an annual review for all operational units. The NSman of the Year Award serves to accord recognition to NSmen for their contributions and achievements towards NS while the SPF NSF of the year Award, introduced for the first-time this year, seeks to recognize the outstanding contributions and commitment of Police National Service Full-Time (PNSF) officers.

 

The winners received their trophies from Mr. Teo Chee Hean, Deputy Prime Minister, Coordinating Minister for National Security and Minister for Home Affairs.

 

Best Land Division Competition

 

The Best Land Division Competition (BLDC) was first introduced in 1996 to recognise the Police Land Divisions for outstanding performance. The intent of the BLDC is to encourage a culture of healthy competition, greater divisional esprit-de-corps and a heightened sense of mission-mindedness. 

The performance of the six land divisions is assessed based on the overall scores collated from a common scorecard, which reflects excellence in a set of performance indicators categorized into the following three areas:

  1. Mission effectiveness

  2. Efficiency

  3. Values and readiness
     
    Bedok Police Division won the Best Land Division award this year. Commander, Assistant Commissioner of Police (AC) Alvin Moh said:

“Bedok Police Division covers the eastern part of Singapore stretching from Geylang to Pasir Ris and Changi. It also serves a resident population of about 1 million. This award recognises the dedication and commitment of our officers, including those from the Volunteer Special Constabulary (VSC), and also officers who are serving National Service with us. We are honoured by this recognition and we will continue to work hard with the community to keep Singapore safe and secure. On behalf of the division, I dedicate this award to the families of our officers who continue to support us as we go about our job to prevent, deter, and detect crime.”

 

Best Police National Service (PNS) Land Division Competition (BNSORUC)

 

The Best Police National Service (PNS) Land Division Competition, introduced in 1997, aims to accord formal recognition to the PNS Land Divisions for their outstanding management of PNSmen and to motivate these Divisions to strive for continuous NS excellence.

 

The winner of the Best National Service Operationally Ready Unit Competition is Ang Mo Kio Police Division. NS Commander, Ang Mo Kio Police Division, Superintendent of Police (NS) Koh Li Han Eric (许利汉) emphasized that the clarity of mission and purpose was a major factor in Ang Mo Kio Police Division NS Contingent’s drive towards operational readiness and administration excellence. A key priority of the Division is to ensure that its PNSmen are equipped with the necessary competencies, through upgrading and re-training them in areas where competencies matter – Police Defence Tactics, First Aid and e-learning. Such core values are important as the officers police the ground putting themselves at the frontline to deter crime.

 

NSman of the Year Award

 

The NSman of the Year Award was introduced in 2007 to accord greater recognition to NSmen for their contributions and achievements towards NS. This year, 5 Police NSmen, who have gone beyond their call of duty and have performed consistently, are selected for the accolade.

 

The selection criteria of nomination for the awards include:

  1. Attitude towards NS

  2. Job Performance and

  3. Contributions to HomeTeamNS Committees & Home Team projects

 

In no order of merit, the 5 recipients are:

  1. Superintendent (NS) Lok Weng Hoe from Central Police Division

  2. Deputy Superintendent (NS) Goh Soon Hee Derrick from Bedok Police Division

  3. Deputy Superintendent (NS) Firdouse Bin Sukor from Clementi Police Division

  4. Senior Staff Sergeant (NS) Tan Soo Koon from Police Coast Guard and

  5. Staff Sergeant (NS) Mohammad Moiz Bin Malik from the Training Command

 

NSF of the Year Award

 

The NSF of the Year Award is introduced for the first-time this year to recognize the outstanding contributions and commitment of Police National Service Full-Time (PNSF) officers, as well as spur them to strive for excellence. This Award is the most prestigious award that PNSF officers can aspire to receive during their Full-Time National Service stint with the SPF. 5 PNSF officers received the award.

 

The Award assesses the performance of PNSFs in 6 main areas, mainly “IPPT and Shooting (if applicable)”, “Number of MC days”, “NS Contributions or Achievements”, “Events or Deployments involved in”, “Awards attained” and “Other Contributions or Achievements attained outside of their Full-Time National Service obligations”.

 

In no order of merit, the 5 recipients who received the award are:

  1. National Service Inspector Muhammad Azhar S/O Haj Mohamed from Central Police Division

  2. SC Sergeant Andrew Koh Wei Hao from Tanglin Police Division

  3. SC Sergeant William Tin Wai Leung from the Public Transport Security Command

  4. SC Corporal Abdul Rahim bin Jasmen from Airport Police Division

  5. SC Corporal Toh Kian Keat from Ang Mo Kio Police Division
