Choa Chu Kang Neighbourhood Police Centre (NPC) launched the Vehicles On Watch (VOW) project, a Community Safety and Security Project (CSSP), at three public car parks in the Teck Whye estate on 19 Sep 2015, Saturday. The VOW aims to bring together the residents to help look out for one another’s vehicle and enhance the safety and security at the car park.

Guest-of-Honour Mr Gan Kim Yong, Minister for Health, Grassroots Advisor& MP for Choa Chu Kang GRC officially launched the VOW project.

In-car cameras are growing in popularity among motorists who wish to protect their vehicles from becoming targets of crime. The sight of an in-car camera is a strong deterrent for would-be criminals.

Recognising the potential of this technology in deterring and solving crimes like motor vehicle theft and theft from vehicles, Choa Chu Kang NPC adopted the VOW project, which was first launched by Bedok Division. Our VOW project is a CSSP that partners vehicle owners (both with and without in-car cameras) with the police to keep the neighbourhood safe. This project seeks the assistance of car owners to

  • provide CCTV recordings if required by Police (for owners with in-car cameras)
  • report suspicious persons/activities in car parks (for all vehicle owners)

The VOW members act as additional yes and earsĀ in the community to deter potential criminals from committing crimes and to encourage a greater involvement from the community in the fight against crime.

The three car parks where VOW has been rolled out at are:-

  1. Open car park at Blk 15-20 Teck Whye Lane
  2. Multi-storey car park at Blk 135A Teck Whye Lane
  3. Multi-storey car park at Blk 165 Teck Whye Crescent

The NPC has started to recruit VOW members and will roll out the VOW project progressively to other carparks within Choa Chu Kang NPC's jurisdiction. These VOW car parks are identified by a sign installed at the car park entrance.

The Police would like to invite vehicle owners with and without in-car cameras to join this initiative to fight crime in their neighbourhood. Police also encourage vehicle owners to purchase an in-car camera that records for 24 hours and not only when the engine is in operation. This allows for the vehicle's surroundings to be recorded after the vehicle is parked.

Mdm Chua, one of the VOW members who was present during the VOW launch, said I joined VOW because I want to support the Singapore Police Force in the fight against crime.

Commander of Jurong Division, Assistant Commissioner of Police Wilson Lim said, Through this programme, we hope to bring all the residents together to play an active role in looking out for one another's vehicles and ride on the increasing popularity of in-car cameras among vehicle owners, to enhance the safety and security at the car parks.
