The private security industry plays an important role in the safety and security of Singapore. To ensure that industry practitioners maintain a high standard of security services, the Police Licensing & Regulatory Department (PLRD) of the Singapore Police Force introduced the annual Security Agencies (SAs) Grading Exercise to assess and grade all licensed security agencies.

The Grading Exercise was introduced in 2006, and subsequently made mandatory in 2009. The objectives of the grading exercise have remained unchanged since, which are:

  • To motivate the SAs to raise their security and service standards, and
  • To educate buyers in differentiating the quality of security services provided by the various SAs

The SAs are assessed and scored based on the following criteria:

  • Pillar 1 – Operations
  • Pillar 2 – Training for Operations
  • Pillar 3 – Support for Operations

MOM’s assessment criteria for employment and human resource practices are included in “Pillar 3 – Support for Operations”.

The grades awarded to the SAs are as follows:
