We refer to the Straits Times letter "Assess Circumstances In Use Of Handcuffs" by Mr Danny Ho Boon Tiong that was published on 27 January 2016.
Police officers do exercise discretion in using handcuffs during arrests. Handcuffs are used to prevent persons in custody from escaping, or from harming themselves and others. Police officers are trained to assess the situation and to decide if handcuffs are necessary.
