Police have arrested a 63-year-old male, Seow Lam Seng, who is believed to be involved in a case of unlawful possession of a firearm which occurred 38 years ago.
The incident that happened on 3 October 1980 is believed to have taken place as followed. On 3 October 1980 at about 2.30pm, two police officers conducted a check on Seow Lam Seng and Lee Ah Fatt along Tanjong Katong Road as they were behaving suspiciously. Seow Lam Seng was allegedly found in possession of a pistol. Lee Ah Fatt had allegedly drawn his pistol from his back trouser pocket and pointed it at the officers, resulting in one of them drawing his service revolver to shoot at him. Despite being shot, Lee Ah Fatt was believed to have continued to struggle with the two police officers. During the commotion, Seow Lam Seng managed to flee from the scene. Lee Ah Fatt succumbed to his injuries and was pronounced dead upon arrival at the hospital.
Since the incident, the Police have been regularly reviewing the case to trace the whereabouts of Seow Lam Seng.
On 22 March 2018, with the assistance of the Royal Malaysia Police (RMP), Seow Lam Seng was arrested in Penang, Malaysia. He was subsequently extradited to Singapore on 24 March 2018. He will be charged in Court on 26 March 2018 for the offence of Unlawful Possession of Firearms under Section 3(3) of the Arms Offences Act, Chapter 14. If convicted, he may be liable for life imprisonment.

The arrest and extradition of the suspect after 38 years on the run would not be possible without the strong support from the Royal Malaysia Police, our closest crime-fighting partner. The Singapore Police Force will continue to work closely with other law enforcement agencies to track down criminals, and ensure that they are brought to justice and face the full brunt of the law."
