Launch Of New Volunteer Special Constabulary (Community) Vocation

Community partnership is a cornerstone of our policing strategy. Through the Volunteer Special Constabulary (VSC) vocation which has been around for 71 years[1], members of the public are able to serve alongside Police officers to keep Singapore safe.

  1. To create more opportunities for the public to volunteer with the SPF, a new vocation – VSC (Community) – is being introduced. This new vocation has a shorter training duration spread over seven weeks, and VSC (Community) officers are required to perform a minimum of eight hours of patrol duty each month.[2] They are trained in Police procedures, Police defence tactics and first-aid.  VSC (Community) officers will be deployed at the Neighbourhood Police Centres (NPC).

     

  2. Unlike VSC officers who can be armed, VSC (Community) officers will not carry arms, but will carry a Police warrant card and be equipped with handcuffs, a baton and a communications set. VSC (Community) officers will be attired in a blue polo T-shirt (similar in design to those worn by the NPC Community Policing Officers) and black cargo pants.   3. The inaugural VSC (Community) graduation ceremony was held at the auditorium of the Police Cantonment Complex on Friday, 13 April 2018. Mr Amrin Amin, Parliamentary Secretary, Ministry of Home Affairs and Ministry of Health, was the Guest-of-Honour at the event and presented the certificates to more than 30 newly appointed VSC (Community) officers who completed the training successfully.

[1] The Volunteer Special Constabulary (VSC) scheme was formed on 1 October 1946.

[2] In comparison, VSC officers undergo training duration that is spread over six months, and are required to serve at least 16 hours per month.
