Senior Assistant Commissioner of Police (SAC) Florence Chua Siew Lian will take on the appointment of Director of Criminal Investigation Department (CID) with effect from 1 June 2018. SAC Florence Chua will also assume a concurrent appointment as Deputy Commissioner (Investigations and Intelligence) on the same day. She will be the first female Director of CID and Deputy Commissioner of Police.        

Deputy Commissioner of Police (DC) Tan Chye Hee, 44, joined the Singapore Police Force (SPF) in 1992 and has served 25 years with the SPF. He had held various key appointments in the SPF, including Commander of Ang Mo Kio Police Division, Director of PID, and Director of Planning & Organisation Department. As Deputy Commissioner (Investigations and Intelligence) and concurrent Director of CID, DC Tan has led SPF’s efforts in combatting serious crimes and cyber-crimes, transformed investigation and intelligence capabilities, and implemented enhanced care to victims of sexual crimes.

When asked about his tenure as the Deputy Commissioner (Investigations and Intelligence) and concurrent the Director of CID, DC Tan said, “It has been a tremendous privilege and honour to be able to lead and serve with the team of highly committed men and women of the CID and the larger investigation fraternity in the past three and a half years. We have been relentless in going after perpetrators of serious crimes and have successfully brought them to justice, even if they have fled abroad.  The professionalism and tenacity of the officers power the CID in its mission to keep Singapore safe. It has also been an extremely fulfilling journey in transforming investigations and building new and exciting capabilities to ensure that the CID maintains the cutting edge in investigations.”  

SAC Florence Chua, 52, is currently the Director of Police Intelligence Department (PID). She joined the SPF in 1989 and has served 29 years with the SPF. SAC Florence Chua had held various key appointments in the SPF, including Deputy Director of CID and Commander of Jurong Police Division. During her stint with the PID, she directed intelligence-led operations to dismantle organised crime groups, unlicensed moneylending and scam syndicates, including the crackdown of the largest illegal betting syndicate which was the first case to be prosecuted under the Organised Crime Act. SAC Florence Chua also integrated intelligence capabilities with frontline policing, which has enabled more effective crime fighting.

On her appointment as Deputy Commissioner (Investigations and Intelligence), and concurrent Director of CID, SAC Florence Chua said, “I am honoured to be appointed as Deputy Commissioner (Investigations and Intelligence) and concurrent Director of CID. Investigation is a key pillar of policing, and under the strong leadership of DC Tan Chye Hee, the investigation fraternity has embarked on a wide-ranging transformation journey to prepare and ready the investigation fraternity for the challenges of the future. I am committed to continuing the excellent work done by DC Tan, and working with the men and women of the CID to ensure that we continuously enhance our crime-fighting capabilities to stay ahead of the criminals. I also aim to further strengthen the close collaboration between the Investigation and Intelligence fraternities in combatting the ever-evolving crimes, so that Singapore remains safe and secure.”
