A 40-year-old man, Wham Kwok Han Jolovan, will be charged in court on 23 November 2020 with offences under the Public Order Act.

On 13 December 2018, he had allegedly staged a protest on the steps to the former State Courts building, which is within a prohibited area delineated in the Public Order (Prohibited Areas) Order 2009. He will be charged with an offence under Section 15(2) of the Public Order Act. If he is found guilty by the court, he faces a fine of up to $5,000.

On 28 March 2020, he had allegedly staged a protest in respect of which no permit had been granted under Section 7 of the Public Order Act in the vicinity of Toa Payoh Central Community Club and Toa Payoh Neighbourhood Police Centre. He will be charged with an offence under Section 16(2)(a) punishable under Section 16(3)(b) of the Public Order Act, as he has a previous conviction under Section 16(1)(a) of the Public Order Act. If he is found guilty by the court, he faces a fine of up to $5,000.

The Police would like to remind the public that organising or taking part in a public assembly without a Police permit in Singapore is illegal and constitutes an offence under the Public Order Act. 

The Speakers’ Corner is the proper avenue for Singaporeans to express their views on issues that concern them, and to allow Singaporeans to conduct assemblies without the need for a permit, subject to certain conditions being met.
