The Police have arrested a 33-year-old man for his suspected involvement in a case of outrage of modesty and criminal trespass.

On 18 January 2021 at about 12pm, the Police were alerted to a case where a man alleged that someone wanted to beat him. When the Police officers arrived, the man was found to have locked himself inside his residential unit. There were also two persons outside the said unit who were observed to be confronting him. They were advised by the officers to stay away from the unit.

Preliminary investigations revealed that the man had purportedly entered an unsecured neighbouring unit and had allegedly kissed a woman several times while she was sleeping alone inside. The woman woke to the situation, screamed at the man to leave the unit and contacted her family member for assistance. The man then went back to his unit and locked himself in.

Despite officers' repeated calls to open the door, the man refused to do so. He had also threatened to jump down from his unit. Special Operations Command and Singapore Civil Defence Force resources were activated. After two hours of engagement, the man finally heeded the officers' instructions and opened his door. The 33-year-old man was conveyed to the Changi General Hospital and subsequently referred to the Institute of Mental Health for psychiatric assessment.

The man will be charged in court on 20 January 2021. The offence of outrage of modesty, under Section 354(1) of the Penal Code, Chapter 224, carries an imprisonment term which may extend to two years, or fine, or caning, or any combination of such punishments. The offence of criminal trespass under Section 447 of the Penal Code, Chapter 224, carries an imprisonment term which may extend to three months, a fine which may extend to $1,500, or both.
