Persons Investigated For Conducting An Event On The Road Without A Permit

The Police are aware of individuals and groups organising different gatherings with plans for vehicles to travel in a convoy at different locations, dates and times in Singapore, over this long weekend.


INCIDENT 1

On 27 April 2022, a video, showing a convoy of vehicles comprising prime movers, minibuses, trucks and other vehicles, travelling along Changi Road towards Geylang Road, was circulated online.  The incident took place on 24 April 2022 without a Police permit.

Police have identified three men, aged between 22 and 26 years old, as organisers. They will be investigated for conducting an event on the road or part thereof without a permit.


INCIDENT 2

On 30 April 2022, a video, showing a group of cars gathered at the open carpark outside Decathlon Kallang on 29 April 2022, was circulated online. The Police had responded to the incident, and we are looking into the matter.


INCIDENT 3

On 30 April 2022, the Traffic Police (TP) conducted a joint enforcement operation with Land Transport Authority (LTA) against traffic and illegal vehicle modification offences.

During the operation, a convoy of motorcycles was spotted travelling along Changi Road towards Geylang Road.  One summons was issued by TP for an unapproved type of protective helmet. Thirteen offences related to illegal vehicle modifications were detected by LTA, including improper lighting systems, modified exhaust systems and the use of non-compliant tinted films.

Police have also identified two men, aged 22 and 23 years old, as organisers.  They will be investigated for conducting an event on the road or part thereof without a permit.


ADVISORY

Under Section 143(7) of the Road Traffic Act 1961, it is an offence to conduct any event on any road or part thereof.  Any person convicted of the offence is liable to a fine of $1,000, or imprisonment of up to three months, or both.  For repeat offenders, they are liable to a fine of $2,000, or an imprisonment term of up to six months, or both.

The Police would like to remind the public that conducting an event on any road or part thereof without a Police permit is illegal in Singapore and we will not hesitate to take firm action against those who choose to flout our laws.
