Five men, aged between 29 and 68, will be charged in court on 13 July 2022 for their suspected involvement in separate cases of outrage of modesty.

The cases are:

  1. Between 2012 and 2019, a 43-year-old man allegedly molested a 27-year-old woman on multiple occasions at his home along Canberra Street. The man will be charged with six counts of outrage of modesty under Section 354(1) of the Penal Code.

  2. On 26 September 2020, a 29-year-old man allegedly molested a 22-year-old woman at a HDB carpark in Yishun Avenue 4. On 8 June 2021, the 29-year-old man allegedly molested another 26-year-old woman while she was exiting the lift at a HDB block in Yishun Ring Road. The man subsequently followed her and allegedly molested her again outside her residential unit. The man will be charged with three counts of outrage of modesty under Section 354(1) of the Penal Code.

  3. On 16 September 2021, a 68-year-old man allegedly molested an 18-year-old woman at his home along Jalan Teck Whye. The man will be charged with one count of outrage of modesty under Section 354(1) of the Penal Code.

  4. On 31 October 2021, a 66-year-old man allegedly molested a 30-year-old woman at a supermarket. On 28 March 2022, the man allegedly molested another 33-year-old woman at a polyclinic. The man will be charged with two counts of outrage of modesty under Section 354(1) of the Penal Code.

  5. On 29 January 2022, a 66-year-old man allegedly molested a 31-year-old woman on a MRT train. The man will be charged with one count of outrage of modesty under Section 354(1) of the Penal Code 1871.

The offence of outrage of modesty under Section 354(1) of the Penal Code 1871 carries an imprisonment term which may extend to three years, a fine, caning, or any combination of such punishments. If the victim is under 14 years of age, the offence of outrage of modesty carries an imprisonment term of up to five years, a fine, caning, or any combination of such punishments.

Outrage of modesty cases remain a key concern for the Police. The Police have zero tolerance towards sexual offenders who threaten the personal safety of the community and offenders will be dealt with sternly in accordance with the law. The Police will continue to work closely with stakeholders and the community to prevent and deter outrage of modesty cases. The Police urge members of the public to remain vigilant and to report the matter to the Police immediately if they witnessed an incident of outrage of modesty, or are aware of someone being a victim of outrage of modesty.
