Eleven Members Of The Public Presented With Public Spiritedness Award

In a ceremony held at Central Police Division on 16 August 2022, 11 members of the public were commended for their public spiritedness in assisting the Police in five separate cases. The awards were given out by Deputy Commissioner of Police (Investigations and Intelligence), and concurrent Director of the Criminal Investigation Department, Deputy Commissioner of Police (DC) How Kwang Hwee.

Cases Commended for Public Spiritedness Award

In the first case, Mr Bernard Chan and Mr Colin Chen, reported to the Police after having received suspicious cargo to be shipped overseas. Further investigations revealed that the shipment, which were eight cartons of hard disks meant to be shipped to the UK, were goods sent by companies who had fallen victim to an email impersonation scam. The value of the shipment was worth $28,900. Their vigilance had prevented losses to the victims.

In the second case, on 29 June 2022, Mr Lawrence Ngu had assisted the Police to detain one chopper-wielding man, by subduing the man together with other passers-by, with chairs in the vicinity of Block 111 Jalan Bukit Merah. This swift intervention prevented further injuries from being inflicted on the victim. The Police arrived at the scene shortly and placed the man under arrest. Police investigations are ongoing.

In the third case, on 12 July 2022, Mr Victor Wang Kai Pooh, Mr Chua Say Khee, Ms Genevieve Marie Wong and Ms Sim Rui Qi, Renae chased down a man who allegedly ran away after touching a woman in the vicinity of Raffles Hospital. Both Mr Victor Wang and Mr Chua, who were the security guards on duty, were alerted by the commotion and chased after the man who ran towards Bugis MRT station. They also provided live information to the Police on the whereabouts of the man which led the police to locate him swiftly. The man was subsequently arrested for committing the offence of outrage of modesty. Police investigations are ongoing.

In the fourth case, on 26 July 2022, Mr Rengasamy Manikandan and Mr Ravi Vinith, were along Serangoon Road when a man purportedly ran out of a jewellery shop with unpaid jewellery worth $10,533. The staff of the jewellery shop immediately shouted for help, and this attracted the attention of Mr Rengasamy and Mr Ravi. Together with the staff of the shop, Mr Rengasamy and Mr Ravi managed to detain the man from escaping with the stolen items and handed him over to the responding police officers. Police investigations are ongoing.

In the last case, on 1 August 2022, Mr Tay Zhi Xuan, Aongus and Mr Rawther AJ Fareed assisted to give chase and detained a man in the vicinity of Nicoll Highway MRT station. Mr Tay, who was on the escalator, observed that the man was behaving suspiciously and was seen meddling with his mobile phone. Upon closer observation, Mr Tay realised that the man had purportedly taken upskirt photos of a victim. Mr Tay immediately shouted at the man to stop, which also caught the attention of Mr Rawther who was nearby. The man tried to run away from the scene, however both Mr Tay and Mr Rawther managed to detain him and handed him over to the Police. The man was arrested for voyeurism. Police investigations are ongoing.

Deputy Commissioner of Police How Kwang Hwee expressed his appreciation to the award recipients for their public spiritedness. He said, “Close partnership between the Police and the community is crucial in the fight against crimes. The award recipients had selflessly rendered their assistance to help victim of scams, theft, and sexual offences, which led to the arrest of the perpetrators. They have demonstrated a high level of public spiritedness and their vigilance in partnership with the Police is a significant deterrent against crime. We commend and thank them for their efforts.”
