Woodlands Police Division Migrant Worker Community Partnership Forum 2023

On 26 July 2023, Woodlands Police Division organised the inaugural Migrant Worker Community Partnership Forum (MWCPF) 2023, in collaboration with the Dormitory Association of Singapore Limited (DASL). The theme for MWCPF 2023 was “Stronger Together, Forward We go”.

MWCPF 2023 is a flagship Community Safety and Security Programme by Woodlands Police Division to foster a crime-free migrant worker community. The project also promotes joint ownership between government agencies, dormitory operators and NGOs on issues relating to the safety and security of migrant workers.

The forum was graced by Mr Zaqy Mohamad, Senior Minister of State, Ministry of Defence and Ministry of Manpower, and Member of Parliament for Marsiling-Yew Tee GRC. More than 150 guests attended the forum, and comprised of Dormitory Operators, representatives from DASL, NGOs such as Migrant Worker Centre, Migrant Worker Recreational Centres situated within the jurisdiction of Woodlands Police Division, and other government agencies including Singapore Civil Defence Force (SCDF), Singapore Customs and Ministry of Manpower (MOM).

During the Forum, presenters from SCDF, Singapore Customs and Police shared on various safety and security issues relating to migrant workers residing in dormitories such as fire safety, possession of contraband cigarettes and crimes of concerns including cases of causing hurt, theft and scams.

The Pledge of Commitment (see Annex A) was also unveiled by Woodlands Police Division and DASL. The Pledge signifies the commitment between Police and all dormitories under the purview of DASL, to enhance and sustain the positive relationship as well as leverage each other’s network and expertise to maintain the safety and security of Migrant Workers.

Commander of Woodlands Police Division, Assistant Commissioner of Police (AC) Ang Eng Sengsaid: “This partnership between Woodlands Division and DASL continues to be a key strategy in maintaining a low crime environment for our migrant worker community. The presence of all the partners at the Forum is testament to the closely knitted ecosystem and strong support and collaboration that have been forged over the years.”

Annex A

Pledge of Commitment between Woodlands Division and DASL

  1. We pledge to undertake the safety and security of our migrant workers residing in the dormitories as our joint responsibility.

  2. We pledge to maintain a safe living space for our migrant workers by preventing and reducing crime in the dormitories.

  3. We pledge to facilitate exchange of information on safety and security of our migrant workers efficiently.

  4. We pledge to sustain this spirit of cooperation and collaboration with utmost sincerity and commitment.
