Two men, Mohamed Bin Mohamed Jalil (“Mohamed”) and Mohamad Danial Bin Mohamad Nazali (“Danial”) were charged in the State Courts on 11 August 2023.

Mohamed faces the following charges:

  1. Four amalgamated counts of criminal breach of trust by public servant under Section 409 of the Penal Code read with Section 124(2) of the Criminal Procedure Code.

Danial faces the following charges:

  1. 23 counts of criminal breach of trust by public servant under Section 409 of the Penal Code;

  2. 18 counts of forgery under Section 465 of the Penal Code; and 

  3. 74 counts of evasion of parking charges under Rule 7(1) Parking Places Rules punishable under Section 16 of the Parking Places Act.

Both men had allegedly misappropriated monies seized or retrieved from accused persons in cases which they had investigated in the course of their official duties as police officers. The alleged acts came to light following proactive regular case reviews and due diligence probes conducted by the Singapore Police Force (SPF) on the financial status of the officers.

After the discovery of the offences, the cases investigated by Mohamed and Danial were thoroughly reviewed by SPF. These cases were also referred to SPF’s Internal Affairs Office for investigations.  

In relation to Mohamed, while investigating a case under his charge in 2012, he had allegedly misappropriated restitution monies collected from an accused person over a four-year period between 2013 and 2017. Mohamed was arrested on 13 July 2020 and interdicted on 16 July 2020.

In relation to Danial, while investigating multiple cases under his charge between 2017 and 2020, he had allegedly misappropriated restitution monies collected from accused persons and proceeds of crime seized for forfeiture to the State. Danial had also allegedly forged acknowledgement receipts on multiple occasions to make it appear to his supervisor that restitution processes were followed. Danial was arrested on 17 October 2020 and interdicted on 22 October 2020. Following a report lodged on 13 October 2022, it was also discovered that Danial had worked as a taxi driver while under interdiction and allegedly evaded parking charges on multiple occasions between 3 November 2021 and 18 February 2022. Internal disciplinary action will be taken against him for moonlighting while under interdiction, after the conclusion of his criminal cases.  

To ensure that the investigation process is fair and robust, SPF regularly conducts audits of cases, and supervisors are duly alerted when any lapses are detected. Internal investigations are swiftly conducted, and documents relating to all the cases which the errant officers were investigating will be reviewed. SPF officers are expected to uphold the law and maintain the highest standards of conduct and integrity. The SPF takes a firm stance against officers who are found to have been involved in any wrongdoing, which includes charging them in court.

The SPF will review outstanding compensation matters upon the conclusion of Mohamed’s and Danial’s criminal cases, and the victims will be contacted accordingly.
