Man Arrested For Public Nuisance And Voluntarily Causing Hurt To A Minor

The Police have arrested a 36-year-old man for his alleged offences of causing public nuisance and voluntarily causing hurt to a person below 14 years of age.

On 2 September 2023 at 8.45am, the Police were alerted to a case of assault at the vicinity of Kovan MRT Station.  A 9-year-old boy was alleged slapped by a man. The boy, who was commuting to classes with his 7-year-old brother, further said that the man also hurled vulgarities. Preliminary investigations revealed that the victim did not know the assailant. 

Through ground enquiries and with the aid of images from CCTVs, officers from Ang Mo Kio Police Division established the identity of the man and arrested him on the same day.

The man will be charged in court on 4 September 2023 with the offences of public nuisance under Section 290 of the Penal Code 1871 and voluntarily causing hurt against a person below 14 years of age under Section 323 read with Section 74B of the Penal Code 1871.

Anyone found guilty of the offence of public nuisance under Section 290 of the Penal Code 1871 will be liable for a fine which may extend to $2,000. 

Anyone convicted with the offence of voluntarily causing hurt under Section 323 of the Penal Code 1871, may be punished with imprisonment term which may extend to three years, or with fine which may extend to $5,000, or with both. As the offences involved a person below 14 years of age, the charges carry enhanced penalties of twice the maximum punishment provided for the offence under Section 74B(2) of the Penal Code 1871.

The Police will spare no effort to track down those who commit such brazen acts and will take firm action against them in accordance with the law.
