The Police will be charging a 29-year-old man for his suspected involvement in a series of harassment cases and for being uncooperative during police investigations.

On 1 January 2023 at about 8.10pm, the Police were alerted to a case of dispute between a customer and a man who was a staff working at a convenience store along Raffles Quay. Investigations revealed that the man had insulted the customer. A dispute ensued and the Police responded to the incident.

Upon Police’s arrival, the man was uncooperative and reluctant to furnish his particulars. The man challenged the Police officers who had asked to see his identity card. The man had also used his mobile phone to take a video of the engagement. After the incident, the man had allegedly uploaded six videos on social media which purportedly identified the name of the Police officer in the lawful discharge of his duties.  Prior to uploading the videos, the man also allegedly included captions which were abusive and demeaning to the police officers.

Pursuant to the incident, the Police initiated investigations into the matter and contacted the man for his attendance at a Police Station, but he failed to appear for the interview. Subsequently, the Police issued two written orders under Section 21(1) of the Criminal Procedure Code 2010 to compel his attendance for an interview on 11 and 31 January 2023. Despite these written orders, the man failed to turn up to assist in investigations on both dates.

The man will be charged in Court on 18 October 2023 for the following offences:

  1. Using insulting words to cause harassment under Section 3(2) of the Protection from Harassment Act 2014 punishable with a fine not exceeding $5,000 or to imprisonment for a term not exceeding 6 months, or both;

  2. Using abusive words towards public servant under Section 6(3) of the Protection from Harassment Act 2014 punishable with a fine not exceeding $5,000 or to imprisonment for a term not exceeding 12 months, or both;

  3. Publishing the identity information of the public servant to deter in the lawful discharge of his duties under Section 6(1A)(b) of the Protection from Harassment Act 2014 punishable with a fine not exceeding $5,000 or to imprisonment for a term not exceeding 12 months, or both;

  4. Two counts of Failure to attend in obedience to order from public servant under Section 174(1)(a) of the Penal Code 1871 punishable with imprisonment for a term which may extend to one month, or with fine which may extend to $1,500, or both.

The Police take a stern view of abusive behaviours and disobedience to the lawful order from public servants who are carrying out their public duties. Firm actions will be taken to deal with such offenders in accordance with the law.
