Nine Persons To Be Charged For Driving Without A Valid Driving Licence And Insurance Coverage, And One To Be Charged For Permitting Another Person To Use A Vehicle Without A Valid Driving Licence

Nine persons, aged between 19 and 61, will be charged in court on 8 November 2023 for driving without a valid driving licence and using a motor vehicle without insurance coverage. A 58-year-old woman will also be charged on the same day with the offence for permitting a 61-year-old man without a valid driving licence and insurance coverage to drive her car.

The details of the cases are as follows:

  1. On 8 May 2022, a 19-year-old male car driver was detected by a speed camera for driving at 135km/h along Kallang Paya Lebar Expressway towards East Coast Parkway, where the road speed limit is 70km/h. Follow-up investigations revealed that the man did not possess a valid driving licence and insurance coverage.  He will be charged in court for speeding under Section 63(4) Road Traffic Act 1961, driving a vehicle without a valid driving licence under Section 35(1) Road Traffic Act 1961 and driving a motor vehicle without insurance coverage under Section 3(1) of the Motor Vehicles (Third-Party Risks and Compensation) Act 1960.

  2. On 26 May 2022, a 61-year-old male car driver was stopped by a Traffic Police officer along Woodlands Avenue 7 for further checks. It was later established that the man did not possess a valid driving licence and insurance coverage. The man will be charged in court for driving without a valid driving licence under Section 35(1) Road Traffic Act 1961 and driving a motor vehicle without insurance coverage under Section 3(1) of the Motor Vehicles (Third-Party Risks and Compensation) Act 1960. The 58-year-old female car owner was also charged with the offence of permitting another person to use a vehicle without a valid driving licence under Section 35(2) Road Traffic Act 1961 and permitting any other person to use a vehicle without insurance coverage under Section 3(2) of the Motor Vehicles (Third-Party Risks and Compensation) Act 1960.

  3. On 14 February 2023, two male motorcyclists, aged 34 and 40, were stopped by Traffic Police officers along Admiralty Road West in two separate incidents for further checks. It was later established that both riders did not possess valid driving licences and riding without insurance coverage. Both men will be charged in court for driving without a valid driving licence under Section 35(1) Road Traffic Act 1961 and driving a motor vehicle without insurance coverage under Section 3(1) of the Motor Vehicles (Third-Party Risks and Compensation) Act 1960.

  4. On 12 May 2023, a 23-year-old male motorcyclist was stopped by a Traffic Police officer along East Coast Parkway for further checks. It was later established that the man did not possess a valid driving licence and insurance coverage.  The man will be charged in court for driving without a valid driving licence under Section 35(1) Road Traffic Act 1961 and driving a motor vehicle without insurance coverage under Section 3(1) of the Motor Vehicles (Third-Party Risks and Compensation) Act 1960.

  5. On 26 July 2023, a 24-year-old male car driver was stopped by an immigration officer at Woodlands Checkpoint and was later found to be driving a car without a valid driving licence and insurance coverage. Follow-up investigations revealed that the man had purportedly driven the said vehicle on three other occasions. He will be charged in court for driving without a valid driving licence under Section 35(1) Road Traffic Act 1961 and driving a motor vehicle without insurance coverage under Section 3(1) of the Motor Vehicles (Third-Party Risks and Compensation) Act 1960.

  6. On 31 July 2023, a 29-year-old male van driver was stopped by a patrolling Traffic Police officer along Tampines Expressway for further checks. It was later established that the man did not possess a valid driving licence and insurance coverage. Follow-up investigations revealed that the man had allegedly used another person’s car sharing account to rent the said van. He will be charged in court for driving without a valid driving licence under Section 35(1) Road Traffic Act 1961, driving a motor vehicle without insurance coverage under Section 3(1) of the Motor Vehicles (Third-Party Risks and Compensation) Act 1960 and cheating by personation under Section 419 of the Penal Code 1871.

  7. On 26 October 2023, two female motorcyclists, aged 23 and 29, were stopped by Traffic Police officers along Admiralty Road West in two separate incidents for further checks. It was later established that both riders did not possess valid driving licences and insurance coverage.  Both women will be charged in court for driving without a valid driving licence under Section 35(1) Road Traffic Act 1961 and driving a motor vehicle without insurance coverage under Section 3(1) of the Motor Vehicles (Third-Party Risks and Compensation) Act 1960.

The offence of driving without a valid driving licence under Section 35(1) of the Road Traffic Act 1961 carries a fine of up to $10,000, or an imprisonment term of up to three years, or both. Repeat offenders are liable to a fine of up to $20,000, or an imprisonment term of up to six years, or both. The vehicle may also be forfeited. 

The offence of using a motor vehicle without insurance coverage under Section 3(1) of the Motor Vehicles (Third-Party Risks and Compensation) Act 1960 carries a fine of up to $1,000, or an imprisonment term of up to three months, or both.

The offence of speeding under Section 63(4) of the Road Traffic Act 1961 carries a fine of up to $1000, or an imprisonment term of up to three months, or both. Motorists who exceed the road or vehicular speed limit will receive between four and 24 demerit points.

The offence of cheating by personation under Section 419 of the Penal Code 1871 carries a fine, or an imprisonment term of up to five years, or both. 

The Traffic Police takes a serious view of those who drive without a valid driving licence. Such selfish and irresponsible action endangers their safety and that of other road users. The Traffic Police will not hesitate to take firm action against those who disregard the law.
