Senior Assistant Commissioner of Police (SAC) Zhang Weihan (张伟汉) will take on the appointment of Director of Criminal Investigation Department (CID) with effect from 1 May 2024. He will also assume a concurrent appointment as Acting Deputy Commissioner (Investigation and Intelligence) on the same day. He takes over from Deputy Commissioner (Investigation and Intelligence) concurrent Director CID, How Kwang Hwee (侯光辉), who will assume the appointment of Deputy Commissioner (Policy) on the same day. 

SAC Zhang, 42, joined the Singapore Police Force (SPF) in 2001 and has served 23 years with the SPF. He has held several key appointments, including Director of Police Intelligence Department, Deputy Director of CID, Commander of Ang Mo Kio Police Division and Deputy Director of Joint Operations Group in the Ministry of Home Affairs. In his tenure as Director PID, SAC Zhang has led various intelligence operations against criminal groups. He has further strengthened SPF’s intelligence capabilities, through transformation efforts and the adoption of technology, to enhance the SPF’s operational effectiveness in combating transnational and organised crimes.

Deputy Commissioner of Police (DCP) How, 45, joined the SPF in 1998 and has served 26 years with the SPF. He has held several key appointments including Deputy Commissioner (Investigation and Intelligence) concurrent Director CID, Director of the Operations Department, Senior Director of the Policy Development Division in the Ministry of Home Affairs, Commander of Bedok Police Division, and Deputy Director of the Planning and Organisation Department. In his tenure as Deputy Commissioner (Investigation and Intelligence) and concurrent Director of CID, DCP How has spearheaded the review of the structure, resourcing, and work processes within the investigation fraternity, which strengthened the fraternity’s capabilities and resources to better handle the rapidly evolving investigative demands. Under his leadership, critical enhancements were made to investigation systems such as the next-generation investigation case management system known as CRIMES3 to improve the efficiency of investigative work, and several legislations were introduced and amended to allow the SPF to take swifter actions against criminal activities.

Reflecting on his tenure as Deputy Commissioner (Investigation and Intelligence) concurrent Director CID, DCP How said, “I am grateful for the opportunity to have served in the Criminal Investigation Department as the Director and worked with the investigation and intelligence communities. It has been an extremely fulfilling 3-year journey where I had the opportunity to collaborate with dedicated CID officers to strengthen and build new investigative capabilities to better support our Investigation Officers even as we fought crimes through strong partnership between the SPF’s investigation and intelligence communities. I am confident that the CID will remain committed in further enhancing our crime-fighting capabilities and fostering close collaboration between the investigation and intelligence communities, and with both local and foreign law enforcement agencies to ensure the safety and security of Singapore”.

On his appointment as Director CID, SAC Zhang said, “I am happy to be back in CID and honoured to be appointed as Acting Deputy Commissioner (Investigation and Intelligence) and concurrent Director of CID. Investigation is a key pillar of policing, and under the strong leadership of DCP How Kwang Hwee, the investigation and intelligence communities have embarked on a wide-ranging transformation journey to prepare for the challenges of the future. I am committed to continuing the excellent work done by DCP How, and working with the men and women of the CID to fight crime”.
