Traffic And Security Arrangements For Shangri-La Dialogue, Reception And Dinner 2024

The 21st Shangri-La Dialogue will be held in Singapore from 31 May to 2 June 2024 at Shangri-La Singapore, and the Reception and Dinner on 1 June 2024 at the National Gallery Singapore.

As part of security operations, the Police will be conducting security checks on vehicles in the vicinity of Shangri-La Singapore and National Gallery Singapore during the event period. The public is advised to comply strictly with the instructions of the Police. All non-compliances will be dealt with robustly and firmly, given the security considerations.

Traffic and parking arrangements for Shangri-la Dialogue at Shangri-la Singapore from 31 May to 2 June 2024

Motorists are advised to avoid the surrounding roads of Shangri-La Singapore, including Anderson Road and Orange Grove Road, and to plan their journey by taking the following alternative routes:

  1. Use Scotts Road if proceeding to:

    i. Stevens Road from Tanglin Road; or
    ii. Orchard Road from Stevens Road; or
    iii. Balmoral Road from Tanglin Road.

  2. Use Draycott Park or Draycott Drive if going to Ardmore Park, as the road between Ardmore Park lamp post 8 and Anderson Road will be closed to traffic from 11 pm on Thursday, 30 May 2024 to 5 pm on Sunday, 2 June 2024.

In addition, entry for commercial vehicles (vehicle registration plates starting with “G”, “W”, “X” or “Y”) into Anderson Road will be restricted. 

As there will be limited parking spaces within Shangri-La Singapore, hotel guests are advised to take public transport or plan for alternative transport arrangements, including taxis and ride-hailing services. Vehicles which are parked illegally or causing obstruction will be towed away.

Traffic and parking arrangements for Reception and Dinner at the National Gallery Singapore on 1 June 2024 

To facilitate the Reception and Dinner at National Gallery Singapore on 1 June 2024, the following roads and lanes will be closed to vehicular traffic during the stipulated period:

During the period of road closures, access will be granted only to authorised vehicles and police and emergency vehicles. Police Officers and Auxiliary Police Officers will be deployed along the affected roads to assist and direct motorists.

Traffic delays are expected along North Bridge Road and High Street. Motorists are advised to avoid these roads. Members of the public travelling to these affected areas are strongly encouraged to use public transport.

Motorists proceeding to Beach Road or Nicoll Highway via High Street, Parliament Place and St Andrew’s Road are advised to use alternative routes via Hill Street followed by Middle Road or Upper Pickering Street towards Collyer Quay.

Parking will not be permitted at National Gallery Singapore from 12 am on 1 June 2024 until 12 am on 2 June 2024. Vehicles which are parked illegally or causing obstruction will be towed away.

Parliament House’s public carpark and The Adelphi’s carpark will be accessible to the public from 9 am to 6.30 pm on 1 June 2024. However, from 6.30pm to 11pm, when full road closures along Parliament Place, Supreme Court Lane and Coleman Street are in effect, vehicles will not be allowed to exit or enter these car parks.

Temporary Restricted Areas over Shangri-La Singapore and the National Gallery Singapore

The Civil Aviation Authority of Singapore (CAAS) will be establishing two Temporary Restricted Areas (TRAs) (see Annex A). One will be over Shangri-La Singapore from 31 May 2024, Friday, to 2 June 2024, Sunday, during the following periods:

The other TRA is over the National Gallery Singapore, on 1 June 2024, Saturday, from 6 pm to 11 pm. 
 
During the above-stated dates and timings, the conduct of aerial and unmanned aircraft activities within the TRAs without the required permits from the CAAS is an offence under the Air Navigation Order (ANO) and the Air Navigation (101 – Unmanned Aircraft Operations) Regulations 2019 (ANR-101) respectively. The penalty upon conviction for the offence under the ANO is a fine of up to S$20,000 for the first offence, and a fine of up to S$40,000 or imprisonment of up to 15 months, or both, for the second and subsequent offence. The penalty upon conviction for the offence under the ANR-101 is a fine of up to S$50,000 or imprisonment of up to two years, or both, for the first offence, and a fine of up to S$100,000 or imprisonment of up to five years, or both, for the second and subsequent offence.
