On 7 August 2024, Woodlands Police Division presented the Public Spiritedness Award to two members of the public for rendering assistance to an unconscious man who was found in a forested area along the Ulu Sembawang Park connector.
On 29 July 2024, Mr Tan Kim Chwee (“Mr Tan”) was walking along the park connector when he spotted an unconscious man at the foot of a downslope forested area, approximately 20 metres away from the footpath. Another passerby, Mr Jayaretnam S/O Sinnathamby (“Mr Jayaretnam”), who was also nearby, immediately joined Mr Tan to render assistance to the man. They took proactive measures by promptly alerting the Police and Singapore Civil Defence Force (SCDF). Prior to SPF and SCDF’s arrival, Mr Tan and Mr Jayaretnam continued to keep close observation, and provided crucial information of the man to the Police. Their actions enabled timely rescue efforts that ultimately saved the man's life.
Assistant Commissioner of Police (AC) Ang Eng Seng, Commander of Woodlands Police Division, expressed his appreciation to Mr Tan and Mr Jayaretnam, "We had the privilege to present the Public Spiritedness Award to Mr Tan and Mr Jayaretnam today. Their selflessness and public spiritedness saved a life. If not for their alertness and decisive actions, the Home Team would have had to expend significant resources and efforts to find the man, had his family reported him missing. Their actions are a fine example of how members of the public can step up to assist the Police. We hope their act will inspire others to play their part in saving lives and preserve the peace and safety that we enjoy in Singapore."
