One Countdown 2025 will usher in the new year with celebrations across multiple locations island-wide. Beyond the usual countdown event at Marina Bay, celebrations will also be organised at Singapore Sports Hub, Sentosa, Orchard Road and various heartland locations.
Security personnel may conduct checks on members of the public, including their bags and personal items. Members of the public are advised to cooperate with these personnel to facilitate the checks. The Police would also like to remind the public to remain vigilant and adopt the following crime prevention measures:
- Always look after your belongings especially in crowded areas;
- Be cautious when approached by strangers who try to get very close to you;
- Stay close to your friends or move around in groups;
- Be vigilant against molesters and pickpockets;
- Ensure your bag is always closed and sling it in front of you;
- Avoid placing your wallet in your back pocket;
- Take note of crowd advisories and comply with instructions from officers and deployed personnel;
- Avoid contact or confrontations with unruly crowds; and
- Approach any Police officer or dial ‘999’ for urgent assistance.
Members of the public are reminded not to engage in activities that may compromise the safety of others. The Police will not hesitate to take action against anyone who causes public nuisance, acts rashly or breaks the law.
Security and Traffic Arrangements for the Marina Bay Singapore Countdown 2025 and Let’s Celebrate 2025 at the Singapore Sports Hub
The Marina Bay Singapore Countdown 2025 (MBSC 2025) and Let’s Celebrate 2025 at the Singapore Sports Hub will be held on 31 December 2024 through to the early hours of 1 January 2025. The Police are expecting large crowds to join in the festivities around the Marina Bay and Kallang Basin areas.
Police officers, auxiliary police officers, and security officers will be deployed to ensure the safety and security of the public, as well as to manage crowds in the vicinity of Marina Bay and the Singapore Sports Hub. Officers from Police Land Divisions including Emergency Response Teams, Special Operations Command, Protective Security Command, Public Transport Security Command, Police Coast Guard and the Traffic Police will also be conducting enhanced patrols during this period.
Members of the public are strongly advised not to cycle in the vicinity of Marina Bay and Kallang Basin as the area will be congested and the risk of causing hurt to self and others in the event of a collision is high.
To prevent overcrowding, Police officers and security personnel will regulate the number of people entering The Promontory, One Fullerton / Merlion Park, Esplanade Park, Esplanade Waterfront Promenade, Marina Bay Sands Waterfront Promenade, and other areas within the vicinity of Marina Bay. Similar crowd control measure
s will be implemented at Stadium Roar and Water Sports Centre for the Kallang Basin. When the capacities of these areas reach the safety thresholds, these areas will be closed to ensure public safety. Please refer to Annex A for the possible areas of closure.
Members of the public are encouraged to check the Crowd@MarinaBay (https://go.gov.sg/crowd-at-marina-bay) and Crowd@Kallang (https://go.gov.sg/crowd-at-kallang) for real-time information on crowd levels, area closures, available transport nodes and movement routes before heading to Marina Bay and Kallang Basin areas for the festivities. Users will be able to access these platforms via their mobile devices from 31 December 2024, 7pm onwards. Please refer to Annex B for the QR Codes linked to the Crowd@MarinaBay and Crowd@Kallang maps. The QR codes linked to Crowd@OrchardRoad and Crowd@Sentosa are included in the same Annex.
In addition, certain entrances/exits of MRT stations around the Marina Bay and Kallang Basin will be closed to regulate crowd flow. In the event of overcrowding, trains may bypass affected stations, such as Bayfront MRT station and Stadium MRT Station, to divert crowds away from these crowded areas. Members of the public are advised to be patient and to follow the instructions of security personnel on duty.
MRT stations including City Hall, Raffles Place, Bayfront, Stadium, Tanjong Rhu and Nicoll Highway MRT stations, are expected to be very crowded. Members of the public are encouraged to use other nearby alternatives such as Esplanade, Promenade, Downtown, Marina Bay, Kallang and Mountbatten MRT stations.
The footways along the Esplanade Bridge, Bayfront Avenue, Merdeka Bridge and Tanjong Rhu Bridge are for transit purposes only. Pedestrians will not be allowed to stop and congregate on these footways.
Traffic Arrangements
To facilitate the event, the following roads and lanes will be closed to all vehicular traffic during the stipulated periods:
Members of the public are advised to take public transport to the Marina Bay as parking spaces in the vicinity are expected to be limited. Vehicles parked in the buildings located within the closed roads may not be able to exit during the period of road closures. Please refer to the road closure map below.
Auxiliary police officers will be stationed at all affected road junctions to regulate traffic and assist motorists. Traffic Advisory Signs and electronic Variable Message Signs will also be put up near the affected roads. Motorists are encouraged to tune in to the radio for the latest traffic updates.
Parking at peripheral roads and stopping of vehicles along ECP (Benjamin Sheares Bridge) to watch the fireworks are strictly prohibited. Enforcement action will be taken against errant motorists, and vehicles causing obstruction will be towed.
For public safety, the Police will temporarily close one carriageway of Sheares Avenue towards Marina Bay Sands (MBS) from 11.30pm to 12.15am. Alternative access to MBS remains available via the MCE-AYE route.
Establishment of Temporary Restricted Areas (TRA)
In addition, the Civil Aviation Authority of Singapore (CAAS) will be establishing Temporary Restricted Areas (TRA) at the following locations (refer to Annex C1 and C2 for details):
The conduct of aerial and unmanned aircraft activities within the TRAs without the required permits from the CAAS is an offence under the Air Navigation Order (“ANO”) and the Air Navigation (101 – Unmanned Aircraft Operations) Regulations 2019 (“ANR-101”) respectively. The penalty upon conviction for the offence under the ANO is a fine of up to S$20,000 for the first offence, and a fine of up to S$40,000 or imprisonment of up to 15 months, or both, for the second and subsequent offence. The penalty upon conviction for the offence under the ANR-101 is a fine of up to S$50,000 or imprisonment of up to two years, or both, for the first offence, and a fine of up to S$100,000 or imprisonment of up to five years, or both, for the second and subsequent offence.
To ensure public safety, members of the public should avoid flying unmanned aircraft including drones over large crowds and ensure that no aerial or unmanned aircraft activities are conducted within no-fly zones unless prior approvals from CAAS have been obtained. Post-Event Dispersal
After the event, dispersal is likely to be slow due to the large crowds. There will be designated routes out of Marina Bay and Kallang Basin, to facilitate safe and orderly dispersal. Signages will be put up to guide members of the public on the route to be taken for dispersal. Crowd flow into the train stations will also be regulated to prevent overcrowding within the stations. Members of the public may also be directed to another MRT station nearby to avoid overcrowding at certain MRT stations. We seek your understanding to head to these less-crowded MRT stations and use the inter-connected MRT networks to get to your intended destination. Members of the public are advised to be patient and cooperate with the security personnel. We seek the public’s understanding that heavy traffic and delays are to be expected. Public Transport Operators have announced an extension of service to accommodate the year-end festive activities. Alternatively, you can head to the other island-wide festivities including those at the heartlands for a more convenient and fuss-free journey home.
