There will be a change of command at Police Coast Guard (PCG) on 9 April 2025.

Senior Assistant Commissioner of Police (SAC) Ang Eng Seng (洪湧胜) will assume command of Police Coast Guard (PCG) on 9 April 2025. He takes over from Senior Assistant Commissioner of Police (SAC) Cheang Keng Keong (郑敬强) who will be retiring from the Singapore Police Force (SPF).

SAC Ang, 45, joined the SPF in 2005. He has served 20 years with the SPF and has held several key appointments including Commanding Officer of Sengkang Neighbourhood Police Centre, Senior Assistant Director (Security) for Policy Development Division at Ministry of Home Affairs Headquarters, Head Operations and Security of Police Coast Guard, Deputy Commander of Ang Mo Kio Police Division and Commander of Woodlands Police Division.

SAC Cheang, 57, was appointed Commander of Police Coast Guard on 13 August 2018.  He joined the SPF in 1990. During his 35 years of service with the SPF, he held several key appointments including Head Operations and Security of Police Coast Guard, Deputy Director Technology in Ministry of Home Affairs Headquarters, Deputy Commander of Central Police Division, Deputy Commander of Police Coast Guard, Commander of Jurong Police Division, Commander of Traffic Police, and Director of Police Logistics Department.

SAC Cheang, during his tenure as Commander of Police Coast Guard, significantly enhanced the unit’s capabilities through several key initiatives. Under his leadership, he commissioned several new vessels, including the 5th Generation PT Class Patrol Craft, the 3-Series PC Class Patrol Craft, and the 3rd Generation PJ Class Interceptor.

SAC Cheang oversaw the implementation of advanced training facilities and equipment, notably the Upgraded Boarding and Search Trainer, Underwater Egress Training Simulator, and Tactical Boat Handling and Firing Simulator. Additionally, SAC Cheang also saw through the Full Operational Capability for Maritime Assault of the PCG Special Task Squadron.

On the international engagement front, SAC Cheang strengthened regional maritime cooperation by establishing Memoranda of Understanding with Indonesia Directorate General of Customs and Excise (DGCE), Indonesian Coast Guard (Bakamla RI) and Australian Border Force. In addition, he fostered strong bilateral relations with several other coast guards and maritime enforcement agencies from Hong Kong, Malaysia, Brunei, Korea, Japan and India.

Reflecting on his stint as Commander of PCG, SAC Cheang said "The work of PCG is unique and challenging. Round the clock, PCG officers operate in unpredictable weather and sea conditions, among heavy maritime traffic with possible adversaries intruding from the sea. PCG’s role is to ensure the safety and security of Singapore waters, and officers must be highly resilient, disciplined and well-trained to handle various threats and sensitive incidents. This includes ensuring that the sovereignty of Singapore waters is being upheld. Moving forward, since technology is developing rapidly, it is key that PCG stays ahead by innovating the way we train and operate. We leverage advanced technology for training and operations so that our officers are well-equipped.  I am heartened by the steadfast commitment and high adaptability of PCG officers. I extend my heartfelt appreciation to my officers, stakeholders and strategic partners whose support has been key and instrumental in safeguarding Singapore waters. My command stint in PCG has been deeply fulfilling, and I am confident that SAC Ang Eng Seng will lead PCG to even greater achievements.”
