Six Members Of The Public Presented With Public Spiritedness Award And Two Others Presented With Letters Of Appreciation

On 22 April 2025, the Public Transport Security Command (TransCom) presented the Public Spiritedness Award to six members of the public and letters of appreciation to two others for assisting the Police in seven cases involving voyeurism and outrage of modesty, which occurred on public transport.

The brief facts of some of these cases are as follows:

Cases Commended for Public Spiritedness Award

In the first case, on 4 November 2024, Mr Chng Choon Ming was at Bukit Panjang LRT when he spotted a man allegedly touching a female commuter’s rear whilst onboard the train. He detained the man and alerted the station staff and the Police. The man was subsequently arrested for outrage of modesty under Section 354 of the Penal Code 1871.

In the second case, on 24 November 2024, Mr Kumar S/O Arumugam (“Mr Kumar”) was at the vicinity of Boon Keng MRT station when he heard a commotion outside the female toilet. A woman and her friends informed Mr Kumar that they saw a man purportedly peeping over a cubicle inside the female toilet. Mr Kumar assisted to detain the man and called the Police. The man was subsequently arrested for voyeurism under Section 377BB of the Penal Code 1871.

In the third case, on 2 December 2024, Mr Mohamed Ramadzan Bin Mohamed Din (“Mr Mohamed Ramadzan”) was at Tampines MRT station when he spotted a man following a female commuter after she had tapped out of the faregates. While they were on the up-riding escalator, he saw the man allegedly sliding his phone underneath the female commuter’s dress while in recording mode. Mr Mohamed Ramadzan immediately detained the man, alerted the victim and called the Police. The man was subsequently arrested for voyeurism under Section 377BB of the Penal Code 1871.

In the fourth case, on 8 January 2025, Mr Kay Eng Kok Wei and Mr Anson Liew Wen Jin were onboard the train from Macpherson towards Serangoon MRT station when they spotted a man allegedly filming the rear of a female commuter. They took a video of the man and confronted him at Serangoon MRT station. The man was subsequently arrested for voyeurism under Section 377BB of the Penal Code 1871.

In the fifth case, on 17 January 2025, Ms Siti Khadijah Binte Mohammed Anis was walking down the stairs at Bukit Gombak MRT station when she witnessed a man purportedly groping the buttocks of a woman. She immediately detained the man and informed the station staff. Police was called upon and the man was subsequently arrested for outrage of modesty under Section 354 of the Penal Code 1871.

Cases Commended for Letters of Appreciation

In the sixth case, on 15 November 2024, Mr Lee Shao Wei spotted a man acting suspiciously behind a female commuter whilst using the up-riding escalator at Serangoon MRT station. He saw the man purportedly pointing his phone camera at the female commuter. Mr Lee took a photograph of the man and informed the TransCom officers patrolling at the station. The man was subsequently arrested for voyeurism under Section 377BB of the Penal Code 1871.

In the seventh case, on 16 December 2024, Ms Seet Li En Jessica was using the up-riding escalator at Somerset MRT station when she spotted a man standing behind a woman closely and acting suspiciously. When she alerted the woman that the man might had taken photos or videos of her, the man ran down the escalator and fled. Through follow up investigations, the man was subsequently arrested for voyeurism under Section 377BB of the Penal Code 1871.

Assistant Commissioner of Police (AC) Masagoes Idris Hussain, Commander of Public Transport Security Command, expressed his appreciation to the award recipients for their public spiritedness in making the public land transport network a safer and more secure place to commute. He said, “The award recipients today are truly commendable. Their bravery, civic mindedness and quick-witted actions aided the Police in bringing the suspects to task. These actions epitomise the symbiotic relationship that Police have with the community in enhancing the security ecosystem within the public land transport nodes. In this vein, we certainly look forward to having more like-minded individuals join us in our endeavours to tackle crime and terrorism in the public land transport network.”
