The NPCC Annual Parade makes a welcome return to the Home Team Academy as officers, Cadet Inspectors and Cadets put on a fine display to celebrate the NPCC values of Resilience, Integrity, Service and Excellence.

Smartly dressed in their uniforms and polished boots, the Cadets stood at attention. This was the moment that they had practised many weeks for, and they were determined to give their best.
We were at the Home Team Academy (HTA) for this year’s National Police Cadet Corps (NPCC) Annual Parade. Held on 6 May 2023, this year’s Parade marked a welcome return to the HTA following the virtual ceremonies of 2021 and 2022.
Established in 1959, the NPCC is one of Singapore’s longest-standing uniformed youth organisations. Its mission is to develop NPCC members to become active citizens and community leaders, by working in partnership with Singapore Police Force to fight crime and keep Singapore safe.
The NPCC has approximately 11,500 Cadets in 125 units at secondary schools. In keeping with the NPCC’s values of Resilience, Integrity, Service and Excellence – RISE – Cadets learn to become caring and responsible citizens with a sense of purpose in serving the community.
This year, 535 Cadets from 125 NPCC school units took part in the Parade, together with over 200 Teacher Officers, Honorary Officers and Cadet Inspectors. Among the guests were families as well, many of whom had arrived early to show their support on this special day.
The Parade Commander was Honorary Inspector (NPCC) Muhammad Syafiq Bin Mohammed Nasir, who first joined the NPCC in 2007 as a student at Tampines Secondary School. He served as a Cadet Inspector from 2011 to 2017 and was appointed an Honorary Officer in 2018. “I was inspired by the teachers and officers who mentored me, and by the friendships I’d made as a Cadet,” he shared. “That’s why I’m committed to coming back and serving the Corps.”
Reviewing the Parade this year was Dr Wan Rizal Bin Wan Zakariah, Member of Parliament for Jalan Besar Group Representation Constituency, and Member, Government Parliamentary Committee for Education. Dr Wan Rizal noted the challenges that students had faced in recent years due to COVID-19 and affirmed their efforts in overcoming them.
“All of you deserve praise for staying resilient during our transition back to normalcy,” said Dr Wan Rizal, himself an NPCC Cadet during his secondary school days. “I encourage you to put your best foot forward in everything you do, [and to] continue to display the NPCC core values of Resilience, Integrity, Service and Excellence.”
Another highlight of this year’s Parade was the performance by the NPCC Precision Drill Squad. Comprising Cadets and volunteers from different school units, the squad put on an impressive display, executing their rifle-handling skills and choreography in perfect unison.
At this year’s Parade, Unit Overall Proficiency Awards were also presented to representatives of secondary school NPCC units, in recognition of their excellence in three domains: Core Programmes, Unit Performance and Innovative Curriculum.
