Justice takes flight with DSP James Tan of the Airport Police Division.

Meet Deputy Superintendent of Police (DSP) James Tan from Airport Police Division (APD). As the Officer-in-Charge (OC), he leads a team of Investigation Officers (IOs) who handle cases ranging from theft onboard aircraft to cheating by impersonation, ensuring that all’s well at Changi Airport, Seletar Airport, Changi Airfreight Centre and the Airport Logistics Park.
Bring us through your career journey in the SPF.
I joined the Singapore Police Force (SPF) in 1995 as a Police Constable, and was first posted to Bedok Police Division. In 1999, I transitioned to becoming an IO due to my strong interest in uncovering the truth in criminal investigations. I was inspired after observing how the IOs I’d worked with brought perpetrators of crime to justice.
As an IO, I gained valuable investigation experience in dealing with various types of crime, including theft, robbery and violence against persons. In 2006, I joined the APD Investigation Branch, marking the start of my career in aviation security investigations.
In 2012, I attended the Senior Officer Basic Course, after which I became the Deputy OC of the Crime Strike Force at the former Bedok North Neighbourhood Police Centre. In 2015, I returned to the APD as a Senior IO to continue my “flight” in aviation security investigations. I later became the OC of the investigation team.
Can you share your current responsibilities?
I lead a team of IOs and ensure that all cases we undertake are promptly and thoroughly investigated.
Our team handles a wide range of criminal cases, including theft onboard aircraft, assaults, fights, road rage incidents, shoplifting, forged documents, and cheating by impersonation. We also investigate into cases under the Infrastructure Protection Act 2017.
Being an IO in the APD is different from serving in a Land Division, due to the unique terrain and the nature of the cases!
In the APD, time is often a critical factor. We’re required to make quick and accurate assessments because many cases involve foreign passengers transiting through Singapore. Handling these situations with tact and efficiency is essential.
Can you share a memorable case that you’ve worked on?
I vividly remember an incident involving a serial conman who targeted unsuspecting victims at Changi Airport by claiming to be a government official. He claimed to be selling items seized by the airport at a discount. When his victims expressed interest in buying the items, he promised the goods would be delivered, but instead disappeared with their cash.
I led my team in an operation to apprehend the suspect. Through canvassing the CCTV footages from Changi Airport Terminals and retail shops and analysing their movements, we successfully located him and put a stop to his crime spree. The accused was eventually convicted and sentenced to five years’ imprisonment.
What was a defining moment from your early days as an IO that taught you a valuable lesson?
I was fortunate to be guided by experienced IOs, who emphasised the importance of perseverance.
During my time at Bedok Police Division Investigation Branch, we worked relentlessly to apprehend at least 10 suspects involved in a case of robbery with hurt. It was only after persistent effort that we arrested the mastermind behind the crime. This experience taught me the value of dedication and persistence. I’m glad that I can now share my experience with my current team of IOs to inspire them when handling challenging cases.
What do you find rewarding about being an IO in the APD?
Completing investigations within tight deadlines and delivering justice is particularly rewarding, given our highly sensitive operating environment. The adrenaline rush of working under such conditions keeps me motivated, and bringing cases to closure is what I find most fulfilling.
What advice would you like to share with those interested in becoming an IO?
I believe that critical thinking and the ability to work under pressure are important skills for the job. For those interested in pursuing a career as an IO, perseverance is key. With determination and resilience, you'll be able to navigate the challenges that come your way!
