For a quarter century, PNS officers have kept the Bazaar Raya Geylang Serai safe, blending seamlessly into the vibrant Ramadan celebrations.

On 25 February 2025, Mr Lawrence Wong, Prime Minister (PM) and Minister for Finance, launched the Geylang Serai Hari Raya Light Up 2025 at Wisma Geylang Serai. PM Wong also took a moment to meet with the Police National Service (PNS) officers responsible for planning and executing this security deployment.

The warm interaction highlighted the significance of this silver jubilee – for 25 years, PNS officers have safeguarded one of Singapore’s most vibrant cultural gatherings. With large crowds expected throughout the Ramadan period, these officers maintain their vigilance, ensuring that everyone can celebrate with peace of mind.

From Team Leader to Ground Commander

Deputy Superintendent of Police (DSP) (NS) Mohd Haiqal Bin Mohamed Suhaimi surveys the bustling bazaar with practised eyes. Last year, he was a Team Leader. This year, he shoulders the responsibility of being in charge of the entire Bazaar Raya Geylang Serai operations.

“When I was a Team Leader, I was responsible for one team,” DSP (NS) Haiqal explains as we navigate through the growing evening crowd. “But now, I’m responsible for all the PNS officers. I also work closely with regular officers on deployment planning.”

A fitness instructor by day, DSP (NS) Haiqal has been involved in the bazaar operations since 2014. His experience shows in the confident way he communicates with fellow officers on duty at various stations, always with one eye on the swelling crowd.

A Silver Jubilee of Service
Each year, at least 100 PNS officers are recalled to support the Bazaar Raya Geylang Serai deployment. “As this is one of the few deployments managed fully by PNS officers, I’m very proud to be part of it,” DSP (NS) Haiqal shares. 

Near a row of food stalls, I meet Sergeant (Sgt) (NS) Haikel Azhar Bin Mohamed, a Senior Process Technician at a chemical company by profession. “Although I’ve been a PNS officer since 2014, this is my first bazaar deployment and I was looking forward to experiencing the energy firsthand,” he says. “It’s been eye-opening – managing the crowd flow and working closely with vendors and visitors.”

The two officers make an effective team. One brings years of bazaar experience; the other, fresh perspectives. Both share an unwavering commitment to public safety.

“Working with Haiqal has been great,” Sgt (NS) Haikel remarks. “He’s very hands-on and makes sure we have everything we need to do our job effectively.”

Behind the Scenes
“Many people don't realise the level of coordination that goes on behind the scenes,” Sgt (NS) Haikel explains. “From crowd control planning to emergency response readiness, we’re constantly assessing the ground situation and adjusting to keep things running smoothly.”

This behind-the-scenes work includes building strong relationships with bazaar vendors. “Building trust is key. We make it a point to engage with vendors regularly, understand their concerns and offer assistance when needed,” he shares as we stop to chat with a vendor selling traditional Malay clothing.

A Legacy of Service
As night falls, the bazaar transforms. More lights come on, the music plays louder and families gather in greater numbers. With the increased activity comes heightened vigilance. On average, the bazaar draws about 1,000 visitors daily.

“Balancing PNS duties with family time during Ramadan can be challenging, but my family has been very supportive, Sgt (NS) Haikel adds. “We make the most of the time we have together – whether it’s having the pre-dawn meal before my shift or breaking fast together when we can.”

As midnight approaches, DSP (NS) Haiqal and Sgt (NS) Haikel continue their rounds, their vigilance undimmed despite the late hour. Their dedication exemplifies the spirit that has sustained this unique deployment for a quarter century.

“The most rewarding part is knowing that our presence contributes to a safe and enjoyable experience for everyone,” concludes Sgt (NS) Haikel.
